HB1753 passes as an amendment to the larger “Marijuana Tax Fixer” bill HB2136, signed into law by Governor Inslee June 30, 2015 and enacted July 1st, 2015. According to the National Cannabis Industry Association (NCIA), this is the first law of it’s kind in the country and signifies the beginning of the erosion of the Washington State Controlled Substances Act.
